Overview
FPP projects focusing on firefighter and emergency responder occupational safety and health and alternatives for fire department funding:
Oklahoma State University, home of Fire Protection Publications, is Oklahoma’s flagship land grant institution. Land grant universities have a three-fold mission: education, research, and outreach. FPP is an outreach program of the College of Engineering, Architecture and Technology, boasting direct impact and community presence throughout North America and the world through their vast production of quality educational materials for the fire and emergency services.

In recent years, FPP has also become a major hub in the University’s research mission, as well. Under the direction of FPP Assistant Director Nancy Trench, FPP established a Research Department and has received millions of dollars in funding to research and find solutions to the most pressing fire and life safety problems. This includes research in public fire education, firefighter safety, educational methods, and leadership and management issues. These projects are used for the benefit of the fire service community, as well as, focusing on the needs of the public.
Fire Protection Publications is a department of the College of Engineering, Architecture, and Technology at Oklahoma State University. IFSTA/FPP is located on the OSU campus in Stillwater, Oklahoma.
Through the years, customers and fire service personnel who have followed the progress of our operation have noticed that at any given time it may be referred to by one of two names: Fire Protection Publications or the International Fire Service Training Association. To some, it may seem that these names can be used interchangeably. To others it is just plain confusing. This will help you understand these two different organizations and their relationship.
It’s the way IFSTA manuals have been written and validated since 1934. The process to produce new and revised IFSTA manuals is a collaborative effort between the staff members at FPP and IFSTA subject matter experts who are assigned to the validation committee for a particular manual. IFSTA validations committee members are a diverse group of subject matter experts from all areas of the fire and emergency services community who volunteer to review draft chapters for new and revised IFSTA manuals.
Oklahoma A&M College (which was renamed Oklahoma State University in 1957) assumed the role of state fire training agency from the Oklahoma State Firefighters Association in 1931. W. Fred Heisler, a vocational instructor from Ponca City, Oklahoma, was hired to manage the program. In that same year, Oklahoma A&M, along with several other partners, co-published a fire training manual titled Essentials of Firemanship. Blackwell, Oklahoma Fire Chief John Taplin had written this text.
The International Fire Service Training Association (IFSTA) was established in 1934. The mission of IFSTA is to identify areas of need for training materials and foster the development and validation of training materials for the fire service and related areas. IFSTA is an association of fire service personnel who are dedicated to upgrading fire fighting techniques and safety through training.
