Dr. Joshua Smith

Dr. Smith is a retired Chief Fire Officer with over twenty-five years of public safety experience, concentrating on emergency services and adult education. He serves as the IAFF Assistant to the General President and leads their Training, Education, and Grants Administration Division including the HazMat Training Department. Dr. Smith holds a master’s in public administration and a Doctorate of Curriculum Design from Appalachian State University. His research focuses on performance management, strategic planning, and public safety promotional assessments, and he speaks nationally on the subjects. He is a graduate of the National Fire Academy Executive Fire Officer Program. Dr. Smith’s recent appointments include Labor Representative to the Commission on Professional Credentialing Center for Public Safety Excellence and the Marist College Public Administration Advisory Board. He also serves on the North Carolina Fire and Rescue Commission, Pro Board® Executive Directors, North Carolina Fire and Rescue Certification Board, and Teachers and State Employee’s Retirement System Board.

Dr. Smith serves as the Principal Investigator for the IAFF’s hazardous materials related grants from various U.S. federal agencies including the Department of Transportation (DOT), National Institute of Environmental Health Sciences (NIEHS), Department of Energy (DOE), Department of Homeland Security-Federal Emergency Management Agency (DHS-FEMA) and the National Institute for Occupational Safety and Health (NIOSH). His responsibilities include managing, overseeing, and administering federal government grant projects, curricula development, training deliveries, and performance measurement.
